At the 1st 2026 Copyright Protection Future Forum, held by the Korea Copyright Protection Agency on the 23rd, she stated that access blocking should be used only in limited cases where warnings, takedown requests, or suspension of transmission are insufficient to protect rights, and that emergency blocking should be permitted only when all three requirements—clear infringement, urgency, and subsidiarity—are satisfied.
