Young Je Cho is a senior advisor at Lee & Ko for banking and non-banking financial institutions, corporate finance, international finance, trusts and other matters. Based on extensive experience, expertise and insight acquired during his more than 30 years of work in key financial regulation/supervision roles, Mr. Cho's expert advice has contributed greatly to the successful planning and implementation of numerous highly complex financial business models and transactions. Mr. Cho has served with distinction in numerous executive positions as a regulator in the banking and finance sector. Having begun his career in the industry in 1983, he has directly experienced and participated in many of the major developments that have changed and shaped Korea's banking and financial system and capital market into what they are today. After joining the Securities Supervisory Board in 1983, he worked in areas relating to the regulation of primary market activities, including initial public offerings (IPO). Subsequently, he joined the Bank of Korea in 1985, where he worked in the Foreign Exchange Management Department and the Banking Supervisory Office, performing core duties involving foreign exchange management, international finance monitoring, transaction examinations, regulatory sanctions, supervision planning, licensing and various other affairs. Immediately after the Asian financial crisis in 1997, Mr. Cho, as the head of the stock market team at the Financial Supervisory Service (FSS), performed a key role in revitalizing the KOSPI and KOSDAQ markets by improving their respective listing / trading systems, as well as opening a third securities exchange market for venture capital. From 2001 to 2005, he worked as a representative of the FSS in Germany, promoting cooperation with the EU financial supervisory authorities and contributing to the upgrading of credit ratings of Korean financial institutions. At the time of the global financial crisis in 2008, Mr. Cho was serving as the director of the foreign exchange supervision department and contributed greatly to the development of Korea's successful responses to the global financial crisis by, among other things, leading investigations of foreign exchange dealers' suspicious transactions, while also instituting measures aimed at improving foreign exchange liquidity for domestic financial institutions. Other noteworthy accomplishments of Mr. Cho include an active role in instituting internal reforms at the FSS, as well as leadership in carrying out a number of high-profile investigations in the financial sector with significant national and international ramifications.
