Moon Seok Chae is a Senior Advisor at Lee & Ko, advising clients on financial regulatory examinations and enforcement actions, banking and non-banking financial institutions, financial holding companies, corporate and international finance, foreign exchange regulations, and regulatory approvals.
Prior to joining Lee & Ko, Mr. Chae served for more than 30 years at Korea’s principal financial authorities, including the Bank of Korea (BOK) and the Financial Supervisory Service (FSS). During his more than 26 years at the FSS, he held senior positions in key departments responsible for foreign exchange investigations, banking supervision, legal affairs, planning and coordination, and sanctions review. He has extensive experience in the review and resolution of complex examination and enforcement matters involving financial institutions, as well as in the development and reform of Korea’s financial supervisory and sanctions framework.
Most notably, from 2016 to 2022, Mr. Chae served in senior roles within the FSS’s sanctions review function, including as Head of the Bank Team and Head/Deputy Director of the General Affairs Team. In these capacities, he supervised the review and coordination of enforcement measures arising from examinations of banks and other financial institutions, and played a central role in the operation of the FSS Sanctions Review Committee, advising on complex legal and regulatory issues arising in significant enforcement cases. He also contributed to major reforms of the examination and sanctions regime applicable to financial institutions, including amendments to relevant regulations and implementing rules in coordination with the Financial Services Commission (FSC).
From 2022 to 2024, Mr. Chae served as Director of the FSS Frankfurt Representative Office in Germany, where he promoted cooperation with European financial supervisory authorities and monitored major regulatory and market developments in the European Union. Earlier in his career, he worked at the BOK in foreign exchange management and international finance, including foreign exchange reviews, transaction examinations and related regulatory matters.
Mr. Chae has received official commendations from the Minister of Economy and Finance, the Chairman of the Financial Services Commission, the Governor of the Financial Supervisory Service and the Governor of the Bank of Korea in recognition of his contributions to Korea’s financial industry and supervisory system.

[At the FSS]
- Played a central role in the operation of the FSS Sanctions Review Committee for four years, overseeing the submission and review of hundreds of agenda items involving complex examination and enforcement matters.
- Supervised and coordinated the review of more than 100 examination and enforcement cases involving banks, electronic financial incidents, foreign exchange matters, credit information businesses and money lending businesses
- Participated in the FSS’s regulatory response to large-scale private equity fund mis-selling and redemption suspension cases, including the announcement of relevant enforcement developments and the publication of explanatory materials regarding sanctions principles and procedures
- Led or contributed to significant reforms of Korea’s financial examination and sanctions regime, including the expansion of adversarial hearing procedures, the establishment of a sanctions exemption review mechanism (“Sanctions Exemption Deliberation Committee”) and the strengthening of procedural protections for financial institutions and their officers and employees
- Promoted measures designed to reinforce the self-corrective functions of financial institutions, including the use of memoranda of understanding and other alternatives to formal institutional sanctions.
- Led multiple amendments, in coordination with the FSC, to regulations and implementing rules governing examinations and sanctions against financial institutions, including reforms concerning concurrent institutional sanctions, monetary sanctions and exemptions relating to internal regulations and administrative guidance.
- Co-authored professional reference materials on sanctions practices against financial institutions and conducted training programs for FSS examination personnel regarding sanctions and disciplinary procedures
