The National Police Commission elected Kwang Joong Kwon, a managing partner of Lee & Ko, as the 5th Chairman of the Commission on September 1, 2003. Mr. Kwon will serve as the Chairman for three years.

He started his legal career as a judge at the Daegu District Court in 1971. Mr. Kwon worked for 30 years as a judge, at the end of which period he resigned as the President of the Judicial Research and Training Institute of the Supreme Court of Korea in 2000. He then joined Lee & Ko and worked as the court-appointed administrator in Dongah Construction & Industrial Co., Ltd."s bankruptcy proceeding.
