Seok Young Jang brings over 30 years of distinguished experience in government, with deep expertise across telecommunications, IT, information security, platforms, media, and postal services. Throughout his career he has spearheaded major national initiatives, including the development of policies on big data and artificial intelligence, the successful launch of the world’s first 5G service, and the implementation of regulatory sandboxes to foster innovation. Mr. Jang has played a key role in advancing international cooperation in the ICT sector, having served as a U.S. state government research fellow and as part of the diplomatic mission at the Korean Embassy in China.
In 2021, he served as the Vice Minister of the Ministry of Science and ICT, further cementing his leadership in the digital policy landscape. Following his public service, Mr. Jang held academic and advisory positions, including Special Professor at Seoul National University and Advisor to the Prime Minister’s Regulatory Innovation Committee. He also brings firsthand entrepreneurial experience as the former CEO of a technology startup.
Since 2025, Mr. Jang has been serving as a Senior Advisor at Lee & Ko, offering strategic counsel to corporate clients in the areas of IT, telecommunications, broadcasting, data, artificial intelligence, and related legislative and regulatory matters.
